How to participate
An organization from any country is eligible to participate in Horizon Europe calls, however, the funding conditions differ. Automatically eligible for funding are organisations from the EU Member States, Associated Countries, and some Third Countries, including Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan.
Follow these 4 steps to register and apply:
Find a suitable call for proposal. All open, closed and forthcoming calls are being available at Participant Portal. Just select the cluster or topic of your interest and filter open and forthcoming calls. Calls are divided by topics and types of actions. Each call includes information about specific objectives, requirements, eligibility, criteria, deadline, budget, etc.

Find project partners or join a consortium. For Cluster 5 calls, unless specified otherwise, a minimum requirement for a consortium is to have at least one organisation established in an EU Member State and at least two other organisations established in different EU Member States or countries associated to Horizon Europe. You can use partner search tool under each specific call or at the general website as well as your personal international contacts.
Create an EU Login account. Each user must have an EU Login account to log in on the Portal (link to registration).
Register an organisation. If you want to participate in a project proposal, your organisation needs to be registered and have a 9-digit Participant Identification Code (PIC) (link to registration)
